Born in Banteay Meanchey Province, Lao learned to draw in the refugee camp Site 2 on the Thai-camp border. He co-founded Phare Ponleu Selpak in 1994 in Battambang where he has spent most of his time teaching arts to the younger generations. His work is loved for their bright, geometric canvases featuring sinuous curves and bold hues. He work has been exhibited in Cambodia annd overseas.
